No, technically it is there, and it is technically visible. You will never see it without a microscope and side by side comparisons of blown up images though.
Basically, it was there for 6+ months before it was 'noticed' by anyone. Even then, when you are looking for it, you can't usually see it, even if you know what you are looking for.
For a 10% speed up on DX9 games, that is a more than fair tradeoff.
